A Study on the Doctor of Public Health Program in School of Public Health

Abstract
The program for doctor of public health has been established in 1976 in the school of public health, Seoul National University in accordance with the increased demand of qualified personnel in the field, of public health especially teaching staff, professional research workers, and high-level public health officials.
The ultimate objective of this study is to develop graduate education and training program equivalent to international level,, and at the same time to provide a facet of information for the expanded graduate education plan of Seoul National University.
The study consisted of two phases: 1)¢¥l valuation and problem identification for the current program by comparing with that of other professional graduate schools of Seoul National University and schools of public health in other countries through review of bulletins and regulations, and by surveying opinions and experiences of those people who earned similar degrees in public health - schools abroad and teaching staff and students of this school, 2) Exploration of alternative plans to improve the program provided by extensive discussions in the advisory¢¥ committee meeting.
The result of the study and alternative plans recommended are as follows:
1) The objectives of education and training of the school of public health which had been formulated prior to the establishment of the doctorate course need to be amended to more specific ones, which may provide basis for evaluation of the program as well as the establishment of feed-back mechanism.
2) The current doctorate program may need further study and enforcement in order to be equivalent to the international level.
3) Post-doctoral training in other graduate school of good reputation should be encouraged to the professors whose degree was conferred by the university where he is participating actively in the doctorate program in the same ¢¥institute.
4) In evaluating the eligibility or qualification of applicants to the program, confidential recommendation letters, research papers, and other materials that may describe the candidate¢¥s competency better should be accounted with weight rather than being dependent upon entrance written: examination in student selection.
5) The graduate education curriculum of the school which separates master and doctorate course should be integrated, and inter-school credit transfer system may ¢¥be-utilized more extensively in the future.
6) Full-time student program is strongly suggested by the advisory committee for which effort of the university for provision of scholarship ought to be augmented. For the time being, the non-full time students should be allowed to take limited credit per semester.
7) Seminar, group discussion, and workshop for problem solving orientation would be more beneficial teaching methods than spoon-feeding lectures for the students.
8) Departmental seminar presentation and preliminary oral examination should be added to the current checklist as required programs for the graduation.
